You publish the pool night and the open water days as their own dated sessions, so a student sees the whole shape of the course before they commit: a Thursday evening, then a Saturday and Sunday on the boat. Nothing is generated for you, which means a weekend the charter is not running is a weekend nobody can book.

A deposit that holds a tank and a spot on the boat

Ask for a deposit when the seat is booked, or take the whole course fee. On a several hundred dollar course that is the mechanic that stops a seat being held on a promise, because the student who has paid something is the student who turns up.
